Oce's been doing it since 2001. (In Australia)

"Since 2001, digital press manufacturer Oce (www.oce.com) has enabled newspapers to print editions nationally and internationally through partnerships with commercial printers. Through the Oc�Digital Newspaper Network, newspapers such as The New York Times and The Sydney Morning Herald in Sydney, Australia, transmit print-ready pages to Oce, which sends them to commercial printers who print the pages locally on digital presses. Oce monitors the data flow and production."
Plus they supply work to commercial print output centers who have their equipment. Go Oce!
